Pre-Turnaround - Plant is Online - Outage Plan Gelled - Work such as Scaffolding, Insultation Removal, and Material Staging

Turnaround - Plant is Offline - Execute Plan + Changes - Work such as Corrective Maintenance, Preventative Maintenance, Surveillance Activities, Capital Projects.

Post-Turnaround - Plant Back Online - Close Project Activities - Work such as Scaffold Removal, Insulation Re-installation, Coatings, Clean-up, Re-inventory / stock, and any other finis items.

Schedule Review & Finalization; 1) Meetings to Review Turnaround Scope, 2) Finalize & Baseline Schedule, 3) Ensure Engineering Timely Completion, and 4) Ensure Material Delivery Timely Completions

Planning and Scheduling is an Ongoing Around the Year Process.

Factors that Enter into Planning; Information gained from past outages, Current Equipment/System Conditions, Equipment manufacturer’s recommendations, Equipment & system monitoring & inspections,Risk management evaluations/recommendations, Safety Issues & recommendations, Plant Operations Experience & Recommendations, and Budget Availability (After above is considered)

Continuous Change,Plant process systems are not available for internal inspection while in operation, only external inspections are possible. It is not until the shutdown has begun that the internals of process and support system equipment can be inspected and wear/necessary repair evaluated.

What’s Critical (How Criticality is Dealt With). Criticality takes on new meaning. Critical and near critical become relatively meaningless. The schedule is primarily driven by process-critical, safety-critical and redundancy evaluation. Total float is only a relative gauge. Concentration on the driving path and resource flow path move to the top of the list.
